  In 1850 the US Congress passed the Oregon Donation Land Act which allowed settlers to claim land in the Indian territory of Western Oregon even though the Native Americans had not signed any treaties. In 1851, charged with establishing a town, William Tichenor, captain of the Steamship Sea, dropped  nine men with muskets and a cannon on the shore of a Qua-to-mah village. The men were met with hostility and spent the next two weeks stranded on a large rock before escaping during the night.

The overlook with interpretive signs is accessible. The paved path that leads to the beach is very steep and not accessible.
